Motions and Recommendations for Convention 2011

Motion 1
That all, age related, competitions played throughout the county (including Divisional Boards) be scheduled via the GAA management system and played on the same days.

Motion 2
The proposal is that we change the current age based system to a system which is based on school years and that this be implemented until kids leave what is now U16 or what would be Year 12 level.

Motion 3
The proposal is that all Juvenile players submit to their club before the season starts, a photograph and a copy of their birth certificate
• The team mentors then scan the photos and birth certificates of each player onto a master sheet for each age grade
• This master copy must be brought to each game by the mentors
• If the referee, or a mentor form the opposition asks to see a particular players details, they must be made available
• If they are not made available, the game is forfeited by the team which cannot provide them

Motion 4
That county committee adopt the Team sheet in each clubs G.A.A management system as the only official team sheet prior to the start of games in all leagues and championships. This team sheet contains names in both Irish and English, the player’s unique ID number and dates of birth.

That the following new by-law be adopted.
That a Championship match (from Minor grade upwards in either code) may be postponed upon the death of a club officer, committee member, mentor, active player or any sibling, parent or child thereof, from the time of death until after the burial, with the full consent and support of the opposing team, County Committee and County CCC

Recommendation1
That Coiste Chontae Aontroma All County League Regulation 3.07;
“Where there is a need to differentiate between teams on equal points, the following criteria shall be used:

a. The highest total ‘point’s difference’ scored between the teams (As per ‘E’ Sport).
b. The highest total ‘points for’ as per E. Sport.”

be changed, to accurately reflect the position in Riail 6.37 T.O. 2011;

Recommendation 2
Leagues may be organised on a single or double round basis. The Regulations outlined in Rule 6.22 in relation to a League Part of a Championship shall apply to League Competitions. Where a double round League is played, the combined scores of the two games shall be taken into account when applying clause 5(c)(i) of that Rule. League Games at Adult Club Level within a County may not be postponed because of the involvement of players in Inter-County Minor Games. Penalty for each unfulfilled Fixture: Award of Game to
Opposing Team; Minimum Fine – County €400, Club €100.

(c) Where Teams finish with equal points for Qualification for the Concluding Stages, or for Promotion or Relegation, the tie shall be decided by the following means and in the order specified:
• (i)Where two Teams only are involved – the outcome of the meeting of the two Teams in the previous game in the Competition;
• (ii) Scoring Difference (subtracting the total Scores Against from total Scores For);
• (iii) Highest Total Score For;
• (iv) A Play-Off.

Recommendation 3
That within the document ‘Coiste Chontae Aontroma All County League Regulations’, all References to ‘eSport’ are replaced with ‘GAA Competition Management System’ to reflect the changeover to the official GAA/Servasport Competition Management System from 2012 onwards.

Recommendation 4
In Divisions 5 & 6 of the All County Football leagues, games can be played at minimum 13-a-side (both teams), in the event of either team not having sufficient player numbers to field 15-a-side.
