The following Motions will be discussed at Wednesdays County Committee.

Na Rúin 2009

Motions on Disciplinary Playing Rules
(Motions 1-15 are in the name of Ard Chomhairle)

1. That a Category of Foul be added to Rule 5, Aggressive Fouls, Rules of Foul Play (Hurling and Football) – to be classified as “highly Disruptive”.

Penalty for such fouls to be as follows:
i. Order offender off by showing him a yellow card
ii. Allow a replacement from within the substitutions permitted in Rule 2.4, Rules of Specification
iii. Free Puck (Hurling) / Free Kick (Football) from where foul occurred, except as provided for under Exceptions of Rule 2.2

Re-number Sections of Rules 5 – Aggressive Fouls, Rules of Foul Play accordingly.

Rules Affected:- Rule 2.4, Rules of Specification; Rule 1.2(x), Rules of Control; Terms and Definitions (Football and Hurling); and Rule 146(b) O.G. Part 1.

2. That the following foul be classified as Highly Disruptive:
“To pull down an opponent”

[Currently a cautionable Foul – 5.17 (in Hurling) and 5.14 (in Football)]

3. That the following foul be classified as Highly Disruptive:
“To trip an opponent with the hand(s), foot (or Hurley)”

[Currently a cautionable Foul – 5.18 (in Hurling) and 5.15 (in Football)]

4. That the following foul be classified as Highly Disruptive:
“To use the Hand(s) or Hurley in a Careless Manner”

[“To use the Hurley in a Careless Manner” is currently a Cautionable Foul – 5.22 (in Hurling)]

5. That the following foul be classified as Highly Disruptive:
“To deliberately body collide with an opponent after he has played the ball away or for the purpose of taking him out of a movement of play” (New)

6. That the following foul be classified as Highly Disruptive:
“To bring an arm or Hurley around the neck of an opponent” (New)



7. That the following foul be classified as Highly Disruptive:
“To remonstrate in an aggressive manner with a Match Official” (New)

8. In relation to current Rules 5.19 to 5.32 (Hurling) and Rule 5.16 to 5.26 (Football), Aggressive Fouls, Rules of Foul Play, that the Penalty Provisions that follow the various clusters of clauses provide for allowing the player ordered off being replaced from within the substitutions permitted in Rule 2.4, Rules of Specification by adding:

“Allow replacement from within the substitutions permitted in Rule 2.4, Rules of Specification”

This also to apply to other Cautionable Infractions in Rules 4 – Technical Fouls (Hurling – 4.32/4.33; Football 4.35/4.36) and Rules 6 – Dissent (Hurling – 6.1/6.2/6.3; Football 6.1/6.2)

Where Caution is referred to add:
“by showing him a Black Card”

Where Order Off is referred to add:
“by showing him a Black Card followed by a Yellow Card”.

9. In relation to current Rules 5.29 to 5.32 (Hurling); 5.25 and 5.26 (Football), Aggressive Fouls, Rules of Foul Play – it is proposed that three such Fouls be considered as “persistent”.

Penalty (ii) to read;-
“Caution offender for persistently (three in number) committing such fouls; order off for further repetition or for other Cautionable Fouls by showing the offender the a Black Card followed by a Yellow Card”.

10. Amend Rule 1.2(x), Rules of Control, as follows:-
a) To Caution a player who commits a Cautionable Foul/Infraction by taking his name and showing a Black Card, which Caution, unless (b), (c) or (d) below has been applied, shall carry over into Extra Time, where played.
b) To order off a player who commits a second Cautionable Foul/Infraction by showing him a Black Card followed by aYellow Card.
c) To order off a player who commits a Highly Disruptive Foul/Infraction by taking his name, if not already taken, and showing him a Yellow Card
d) To order off a player who commits an Ordering Off Foul/Infraction (other than those specified in (b) and (c) above), by taking his name, if not already taken and showing him a Red Card.

Rules Affected – Rules 4 – Technical Fouls, Rules 5 – Aggressive Fouls, Rules 6 – Dissent, Rules of Foul Play (Hurling and Football); Terms and Definitions, (football and Hurling); Rule 2.4 Rules of Specification; Rule 146(b) O.G. Part 1.

11. That Rule 2.4, Rules of Specification, be amended by the maximum number if substitutions allowed in Normal Time being increased from five to six to still make reasonable allowance for injuries and tactical changes in light of the other changes proposed in the Motions above, especially the ordering off and replacement of players for Cautionable Fouls , the relevant clause – Rule 2.4(i), Rules of Specification – to read:-

“A maximum of six substitutions shall be allowed during Normal Time (which includes added time for delays)”

Rules Affected – Rule 4- Technical Fouls, Rule 5 – Aggressive Fouls, Rules 6 – Dissent, Rules of Foul Play (Hurling and Football)

12. That Rule 2.4, Rules of Specification, be amended by replacing existing clauses (i) and (ii) with the following:-

i. A maximum of six substitutions shall be allowed during Normal Time (which includes added time for delays).
A maximum of three substitutions shall be allowed during Extra Time, where played.

ii. Subject to the limitations imposed in (i) above, a substitution is allowed in case of a player ordered off on foot of a Yellow Card or Black Card/Yellow Card Infraction.

iii. A substitution is not allowed in the case of a player ordered off on foot of a Red Card Infraction.
Exception: A player ordered off in Normal Time may be replaced in Extra Time, where played

iv. A player ordered off in any circumstance in Normal Time shall not play in Extra Time, but may be replaced

Other Clauses/Reference in this Rule are to be re-numbered accordingly but be otherwise unchanged.

13. Option 1
Amend Rule 146(b) – Category 1

“Category 1
Being ordered off on foot of either a Highly Disruptive or a second Cautionable Infraction

Penalty
(i) Fixed Penalty: Debarment from playing for the rest of the game, to include any Extra Time. ”

Delete section (ii) of Penalty for Category 1 offences

Amend Rule 146(b) – Category 1

“Category 1
Being ordered off on foot of either a Highly Disruptive or a second Cautionable Infraction

Penalty
(i) Fixed Penalty: Debarment from playing for the rest of the game, to include any Extra Time.
(ii) Fixed Penalty for Repeat Infraction: Next game in same competition of that competition year”

Delete section (ii) of Penalty for Category 1 offences

14. That the following Amendment/Additions be made to Important Terms and Definitions – Football and Hurling:-

Caution – To take a player’s name and show him a Black Card

Red Card – The Card shown to a player who is ordered off for fouls 5.1 to 5.16 (Hurling) and 5.1 to 5.13 (Football), listed in Rules 5, Aggressive Fouls, Rules of Foul Play (Hurling and Football)

Yellow Card – The Card shown to a player who is ordered off for a Highly Disruptive Foul, listed in Rules 5 – Aggressive Fouls or repeated Cautionable Fouls, listed in 2, 4,5 and 6, Rules of Foul Play (Hurling and Football)

15. That Rule 83 (g) is temporarily set aside to accommodate the introduction of changes arising from these motions – at Club level – from January 1, 2010.





16: That Congress adopt in principle Report (6) and Recommendations of the Rule Book Task Force, subject to consideration of individual Sections of the Motion contained in the separate Booklet, which shall form a part of the Congress material -

(1) To adopt a proposed New Format of the Official Guide Part 1, including its Presentation in seven Chapters, with independent numerical sequencing within each Chapter.

(2) To adopt proposed New Rules, Amendments and Deletions in Official Guide Parts 1 and 2 and the Club Constitution.

(3) To adopt any changes in Rule arising from Dispute Resolution Authority decisions in 2008, in conformity with Rule 82.

(4) To adopt Amendments to Rule that provide for the Electronic Registration of Members and Players.

17. That Riail 10 Treoraí Oifigiúil 2008 shall have at line 1 the word “shall” changed to read the word “may” and that the following paragraph be deleted from Riail 10: “Correspondence and documents not complying shall be ruled out of order” and further by deletion of Exceptions (1), (2), (3) and (4).

18. That Riall 10 T.O. 2008 Exception (4) be amended to read:
Names of players or officials may be in English. Rest of Rule to remain as is.

19. That Riail 30 (T.O. 2008) be amended to read as follows:

A club which does not take part in a junior, intermediate or senior championship competition shall lose representation on County and other Committees, and shall not be entitled to make nominations, table motions or participate at Annual Convention.

Exceptions: An exclusively juvenile unit which does not affiliate teams in any grade above under sixteen, and which is not under the control of an adult club, based in an urban area which has more than one adult club, fielding teams in underage competitions up to and including under 16 only, and whose players are available to play at all permitted age levels, up to and including under 16 only exclusively for this juvenile unit, and thereafter from minor upwards are available to play for one of the adult clubs in the urban area in which it is based, subject to complying with all other rules in the official guide, and being approved by county committee and provincial council.

20 That Rule 42 (T.O. 2008) be amended by the inclusion of a new paragraph (c) to read as follows:
42. Non Affiliated Bodies
(a) A member or any unit of the Association shall not participate in games of Gaelic Football, Hurling or Handball promoted by a body not affiliated to Central Council, without the prior sanction of Central Council.
(b) A Club or other unit shall only participate, as such, in games controlled by the Association and against a Club or other unit of the Association, unless the prior sanction of Central Council has been given.
(c) A member or any unit of the Association shall not participate in games organised or controlled by any unit of the Association in which players are remunerated for playing in the match or competition.

Penalty: 48 weeks suspension

21. Amend Rule 44, T.O. 2008 to read as follows;

44. Use Of Property

(A) All property, including Grounds, Clubhouses, Halls, Dressing Rooms and Handball Alleys owned or controlled by units of the Association shall only be used only for the purpose of or in connection with the playing of games controlled by the Association, and for such other purposes not in conflict with the playing of games controlled by the Association, and for such other purposes not in conflict with the aims and objects of the Association that may be sanctioned from time to time by the Central Council.

(B) Grounds controlled by Association Units shall not be used or permitted to be used for Horse Racing, Greyhound racing or for Field Games, other than those sanctioned by Central Council.

Note Central Council shall have the power to authorise the use of Croke Park for games other than those controlled by the Association.

22. That paragraph A in Rule 50 page 32 T.O. 2008 be amended to read: “The Annual County Convention shall elect the following officers of the county committee (on the basis of a secret ballot vote on the proportional representation system, the result of each count to be announced at Convention), who shall hold office until conclusion of the next Annual Convention: Chairperson, Vice Chairperson, Secretary, Assistant Secretary if desired, Treasurer, Assistant Treasurer if desired, Development Officer, Coaching Officer, Officer for Irish Language and Culture, Youth Officer, Public Relations Officer and Hurling Officer if desired”. Remainder of Rule unaltered. Rule affected Rule 55.

23. That the relevant section of Rule 50 (b) (2008 Official Guide) be amended to read as follows:

”It shall further elect two representatives on Provincial Council and one representative on Central Council (who shall be the County Chairperson), who shall hold office respectively for the term of the ensuing Provincial and Central Councils. “

24. That Riail 61 (xii) (T.O 2008) “County Panels Finance Sub- Committee” be amended to read:

(xii) County Management & Panels Sub-Committee

This Sub-Committee, subject to the overall control of the County Committee, shall manage the relationships between (a) the County Committee (as representative of the Clubs), (b) the County Senior Team Managers and all other personnel appointed by the County Committee to assist in the management of Senior inter-county team panels and (c) the Senior County Team Panels.

This Sub-Committee must meet at least twice each year and otherwise as required. The Sub-Committee shall discharge this function in the context of the Charter for County Committee/Player Relationships approved by Ard Chomhairle from time to time. Membership of this Sub-Committee shall be as detailed in the said Charter.

Membership shall be subject to compliance with the provisions of Riail 62 (T.O. 2008) “County Sub-Committees – General”

25. That Rule 66, (T.O. 2008) be amended to read:- “The function of the Provincial Convention shall be to consider audited accounts, motions and general Provincial activities. Subject to exceptions hereunder it shall elect (by secret ballot on the proportional representation system, with the result of each count announced at convention) the following officers: Chairperson, Vice Chairperson, Treasurer, Secretary and PRO who shall hold office until election of officers at the next Annual Convention.

Remainder of Rule to remain unaltered.

26. That Riail 90, Treoraí Oifigúil 2008, be amended as follows:

The Central Competitions Control Committee
(a) It shall consist of a Chairperson and one member from each of the four Provinces, appointed by the Management Committee. These members shall have a responsibility in relation to each function outlined in this Rule.

Additionally, the Secretary of each of the four Provincial Councils, shall be members with joint responsibility with the other members for the functions outlined in (b) below.

(b) It shall be responsible for (excluding appointment of Referees) under the jurisdiction of the Central Council.

Section (c), (d), (e) and (f) to remain unaltered

27. That Riail 93, Treoraí Oifigúil 2008, be amended as follows:

The Central Referee’s Appointments Committee

(a) It shall consist of the Chairperson appointed by the Management Committee, the Chairperson of the Central Competitions Control Committee and the Chairperson of the National Referees’ Committee.

(b) No alteration

28. Amend Rules 104, 105 and 106 of An Treoraí Oifigiúil 2008, to read as follows:

104. “The Central Council shall award to All-Ireland winning players 9-carat gold medals, depicting the design of the Association, of the following weights: Senior Tier 1: 10 dwt; Senior Tiers 2 and 3, Intermediate, Junior and Under 21, 8 dwt; and Minor 6 dwt. The officially named Manager of the winning team shall also be awarded a medal.
As the design of the Championship medals is the registered property of the Association, the distribution of such trophies beyond the number officially awarded is not permitted. Trophies shall be awarded to All-Ireland Championship runners-up in all grades. A miniature replica of the All-Ireland Cup shall be awarded to captains of teams winning All-Ireland Inter-County Senior Championships.
The number of medals/trophies to be awarded to players shall be: Senior – up to thirty; Junior, Under 21 and Minor – twenty-four.”

105. “The Central Council shall award to Senior Inter-Provincial (Hurling and Football) winning players up to twenty four 9 carat gold medals, weighing 8 dwt and depicting the crests of the four Provinces in enamel, with a gold centre. The officially named Manager of the winning team shall also be awarded a medal.”

106. “Provincial Councils shall award up to thirty gold medals to the winning players of the Senior Provincial Hurling and Football Championships, and twenty-four for all other Championship winning players. The officially named Manager of the winning team shall also be awarded a medal. County Committees shall have discretion as to the nature of the prizes to be awarded to County Championship winners.”

29. That Rule 117 (5) (c) T.O. 2008 to be amended to read:

“c] Where Teams finish with equal points for Qualification for the Concluding Stages, or for Promotion or Relegation, the tie shall be decided by a play off(s)”

Rule affected 139 T.O. 2008.

30. That Rule 117 (5) (c) be amended to read:
County Championships
(5)
(c) Where Teams finish with equal points for Qualification for the Concluding Stages, or for Promotion or Relegation, the tie shall be decided by the following means and in the order specified:

(i) The outcome of the meeting of the Teams in the previous game in the Competition. (Where more than two teams are tied, the previous meetings in the competition between all tied teams shall be used to eliminate as many teams as possible)

(ii) Scoring difference (subtracting the total Scores Against from total Scores For)

(iii) Highest Total Score For

(iv) Scoring Average (divide total Score Against into total Score For).

Exception: If the accumulated points and/or scores of a team, so involved, are affected by a disqualification, loss of game on a proven objection, retirement or walk over, the tie shall be decided by a play off.

31. That Riail 117 (5) (c) Treoraí Oifigiúil 2008 be amended by adding the following Exception:-

Exception: For underage club leagues only (under 18 downwards), the following criteria to apply:

(1) Where teams finish level on points i.e. (Promotion or Relegation), positions to be decided by the result of games between the sides.
(2) Where 3 or more teams finish level on points i.e. (Promotion or Relegation), positions to be decided by scoring difference between the teams involved only.
(3) If still undecided, the existing provisions of Riail 117 (5) (c) to determine final placings.

32 That Riail 117 (5) (c) be amended to read:

“Where teams finish with equal points the tie shall be decided by playoff if two teams only are involved, or if more than two teams, by playoff in a manner decided by the committee in charge.”

33. Delete part (a) and (b) of Rule 120 Official Guide 2008 and replace with: “ A club failing to field in any championship match, whether at knockout or group stage, shall be disqualified from the Championship and the game awarded to their opponents.

34. Add to Rule 121 O.G.

“The Provincial and All Ireland Club Championships shall be completed prior to the commencement of the following year’s National Leagues”.
Rules affected: Rule 71, 73 and 90 O.G.

35. That Rule 122 T.O. 2008 Intercounty Championships be amended as follows:

(b) All Ireland Senior Hurling Championship Tiers 1, 2 and 3.

Tier 1.
Promotion/Relegation
The defeated teams in Phase 2 of the Qualifier shall play off, on a Knock out Format, and the losing Team shall be relegated to the Christy Ring Cup the following year.

Tier 2 Christy Ring Cup

All Ireland Final. The winner of the All-Ireland Final shall be promoted to the Tier One Championship for the following year.
Promotion/Relegation

The four teams which do not qualify for the Quarter Finals shall play off, on a Knock Out Format, with the two losing teams contesting a Relegation Play Off. The losing team shall be relegated to the Nicky Rackard Cup for the following year.

Tier 3 Nicky Rackard Cup

The winner of the All-Ireland Final shall be promoted to the Christy Ring Cup the following year.

These arrangements to operate for a trial period of two years.

36. That Rule 125 T.O. 2008 be amended to read as follows:

The All Ireland Senior Finals shall be played in Croke Park, Hurling on the third Sunday in August and Football in the first Sunday in September. In exceptional circumstances, the Central Council may make other arrangement

37. That Rule 125 (T.O. 2008) be amended to read as follows:
“The All-Ireland Senior Finals shall be played in Croke Park, Hurling on the last Sunday in August and Football on the first Sunday in September. In exceptional circumstances, the Central Council may make other arrangements.”

38. That Riail 126 (T.O. 2008) be amended to read:

In inter-county championship matches players shall be appropriately numbered from 1 to 24. Penalty : fine €500.00.
Exception: In Senior inter-county championship games the players shall be appropriately numbered from 1 to not more than 35.

39. That Rule 134 (ii) (b) (T.O. 2008) be amended to read:

(b) Person(s) in charge of team committing the Infraction:
- For playing overage player(s) - 48 weeks
- For playing underage player(s) – 48 weeks.

40. That Rule 136 Club Championship and League Status of Player
be amended by the fourth paragraph being altered to read:

“A player shall not lose his current Championship Status by:
(1) Participation in a Game or Competition the purpose of which is to determine Qualification/Relegation for the following year’s Championship

Or

(1) Participating as a Temporary Substitute, as provided for in Rule 1.5 (b) Rules of Control, in a Championship Match of a Higher Grade than his current Championship Status.

Motions on Player Burnout

41. Amend Rule 130: Senior, by adding the following Exception:
“Under 21 players shall not participate in the National football Leagues while the County remains involved in the Under 21 Provincial football Championship.

The Definition of Under 21 shall be as per Riail 134 Age Grades”
